    No. That 500w requirement is just for the card, not including the other components in your computer.

    As you already know, federal law says you must be 21 to own a handgun. So, your dad could buy the handgun and let you use it. It is his gun until you turn 21, then he can give it to you legally.

    As far as possessing the gun, most laws require you to have "adult supervision" when possessing the gun. That means if you are at the range, dad or some other "legal adult" has to be there with you. You will not be able to the gun anywhere, in state or out of state, without that adult with you. You can, however, take a rifle or shotgun with you. Since you are over 18, you can legally own and possess a long gun.
