The problem is that the transmission system approaches the limit of what power it can take, at least in analysis, so that even if the wind farms have contracts to sell the power there always enough transmission capability to handle the power. Because BPA is the transmission system operator and responsible for managing flows, it falls to them to identify which generators need to cut back when excess generation is a problem. BPA is also the biggest generator owner/operator in the region, it does a lot of the necessary balancing work with its hydropower resources, but sometimes those resources enough. The problem with a competitive wholesale price in these situations, from the point of view of BPA, is that BPA want to face a negative price for its extensive generation assets.
Notice I say BPA, BPA, BPA a lot above. of the problem may be the huge federal power agency that runs the transmission system for the area, but an “independent” system operator by any stretch of the imagination.

@Abhijeet. The Council would have some bones to pick with you. What about for all? Whether you think it should be or not, accessibility is a key concern, just look at the mission statements for most orchestras or read the numerous cultural policy documents written on the subject. Accessibility is a key criteria for funding so without it, most orchestras be able to survive.
As someone who is classically trained from an non-traditional classical music background a big punk fan and neither of my parents can read music)and with a large interest in music education. The idea that classical music is inherently elitist so we should just give up trying to make it accessible makes my bleed.
The hope is that we can break down those barriers through music education and more relaxed situations allowing everyone who wishes to enjoy classical music not just the chosen, lucky few.
I think find that classical music is, by definition, music for the masses. After all, the term music' is the term applied to pretty much all the music which was composed for over three centuries presuming you are discounting early music from your term music').
